Depending on which version of Skype you are using, you should see a New or Add Contact button above your list of Contacts in the Skype window.
Clicking either of these should take you to the Add a Contact window which has a search bar. In there, type the Skype ID, full name or email address of the person you are trying to add and then click Find.
Skype will now search for the person and produce a list for you to choose from. If the person is in the list click on it and then click the Add Contact button at the bottom.
Skype will now send a message to that person (you can also add an optional personal message) saying that you want to add them to your contacts and they can then decline or accept. If they accept, you will see their name in your contact list with a green icon whenever they are online.
