Windows 7 64 bit

I recently installed Win 7 64 bit O/S on my quad core PC so that it would be able to take its max 8 gb RAM
I have now installed the 8gb RAM,which the computer ’sees’ but says it is only using 3.5gb.Any idea why? and how to correct this situation.The manual says that the motherboard is 64 bit compitable and that it can take up to 8gb?
